The Challenge

Terang is a rural settlement home to approximately 2,000 residents and is the second most populated township in Corangamite Shire. A large parcel of under-utilised residentially zoned land sits adjacent to the Terang Train Station and has been subject to an existing Development Plan since 2009. While the land zoning permits greater levels of residential development, over the past 15 years, there has been minimal housing change. As a low-growth town, Council identified opportunities to increase housing diversity in Terang and further unlock opportunities to stimulate residential development. This residential precinct was identified as the logical opportunity to support the township’s growth.  

CoFutures, in partnership with Beveridge Williams, was engaged to review and prepare a new Development Plan and make recommendations as to the most appropriate future land use directions for the precinct.

What We Did

  • Undertook in-depth research on the demographics of Terang, including current and future community needs.
  • Engaged with landowners living in the precinct to understand their preferences for future development.
  • Engaged with utility providers to understand service constraints.
  • Reviewed existing strategies and studies to understand current residential land supply challenges.
  • Developed a recommendations report, with SWOT analysis of future land use planning pathways.
  • Prepared a new Development Plan and supporting analysis report.
  • Identified other mechanisms to incentivise more investment and appropriate staging of development in the future.

Outcomes

In December 2023, the new Terang Development Plan was adopted by Council.  The Development Plan provides greater clarity and guidance over future land use and development within the precinct.

It also sets out a staging and implementation plan which considers various land use development sequences and future opportunities to unlock even greater housing diversity for the township.
