
Albury Creative Strategy
A creative roadmap for cultural vibrancy, placemaking and inclusive participation
The challenge
Albury is a dynamic regional city with a strong creative identity, growing population, and rich cultural and creative heritage grounded in the stories of people and generations of diverse communities. With the city's previous Cultural Plan and Creative Economy Strategy now outdated, AlburyCity recognised the need for a new, future-focused Cultural Strategy that could reflect current community aspirations, respond to sector shifts, and support long-term cultural development.
AlburyCityis developing strategy that will celebrate Albury’s strengths and build the foundations for a thriving cultural future—one that integrates placemaking, supports local talent, and enriches the everyday lives of residents and visitors.


What we did
CoFutures, in partnership with Localite, was engaged to lead the development of the Creative Albury Strategy 2025–2030.Our approach was designed to be immersive, inclusive and practical, and has involved:
- Conducting a comprehensive review of local and national policy, including Revive: Australia’s National Cultural Policy and the Albury-Wodonga Destination Management Plan
- Mapping Albury’s diverse cultural infrastructure and stakeholders—from youth and artists to First Nations communities, cultural institutions and tourism operator
- Designing a multi-stage engagement process, including a cultural immersion week, youth-focused engagement, targeted workshops and placemaking.
- Developing a clear and actionable strategy structure, aligned with AlburyCity’s broader vision and policy context
- Embedding placemaking principles and measurable outcomes into the strategic framework to guide implementation, investment and impact tracking

Outcomes
TheCreative Strategy will provide AlburyCity with a visionary yet grounded framework to guide cultural development through to 2030. It will supportCouncil in fostering a sense of place, celebrating cultural identity, and amplifying community voices—especially those of local creatives, First Nations peoples, and young people. The strategy is set to strengthen the role of culture in community life and the visitor economy, with a strong emphasis on implementation, impact and future resilience.
