The Challenge

Over the next 15 years, Frankston City needs to plan for 10,000 new homes to accommodate its growing population. The Frankston Neighbourhood Character and Housing Strategy will guide future liveability, affordability and character of Frankston’s residential areas. It will ensure that growth and change occur in a manner that achieves its housing objectives while also managing change in a manner that is commensurate with community expectations. The Strategy will provide a much needed policy direction to housing growth, protect valued neighbourhood character and ensure future housing meets the needs of diverse demographic groups.

CoFutures, in collaboration with Cred Consulting, is leading a comprehensive and wide-reaching 2-phase community and stakeholder engagement process to inform the development of the Draft Strategy.

What We Did

To date we have:

  • Prepared an Engagement and Communications plan including a comprehensive stakeholder map, risk analysis and mitigation strategy.
  • Designed a visual summary and place-based factsheets to explain the concepts of housing change and neighbourhood character.
  • Developed an animated explainer video to explain the need to plan for housing and what the Housing Strategy will cover.
  • Created engaging communications collateral and materials to support engagement.
  • Undertook a range of targeted stakeholder workshops and focus groups with special interest groups, under-represented demographic groups and industry stakeholders.
  • Worked collaboratively with Council’s engagement teams to support the delivery of a comprehensive and wide -reaching programme of place-based pop ups, webinars and community panel workshops.
  • Reviewed feedback, analysed responses and prepared a consultation summary report.

Outcomes

The consultation process for this project is being delivered in two stages, in tandem with a broader strategic planning process. To date we have delivered an extensive phase of community engagement reaching more than 900 people across Frankston. Findings from this first phase of engagement will inform the preparation and development of the Draft Housing Strategy. The second phase of community consultation will commence in mid 2024.
