The Challenge

As a high amenity, inner-urban Council, the City of Darebin is experiencing significant change in its housing and demographic profile. To respond to increasing population growth and change, The City of Darebin is preparing a new Housing Strategy.  Council has adopted a data-driven and evidence-based approach to developing the new Strategy and wanted to better understand approaches to determining and testing proposed policy and planning outcomes against future housing capacity.

CoFutures was engaged to run a series of workshops and training seminars with Council’s Strategic Planning team on assessing residential capacity. The purpose of the workshops was to upskill Council’s planning team to understand the assessment methodology and to then develop their own approach for assessing residential capacity in the City of Darebin.

What We Did

  • Prepared and facilitated a series of training workshops on the CoFutures residential housing capacity methodology.
  • Provided in-person demonstrations on applying and using the methodology.
  • Designed a step-by-step manual and user guide to assist Council in developing their own capacity modelling.
  • Prepared a toolkit of resources to support the team in undertaking their own housing capacity assessments.

Outcomes

The workshops provided Council with both the theory and practical knowledge to enable them to apply, test and refine the assessment methodology to the Darebin context. A training module and bespoke package of resources were also created to enable planners at the City of Darebin to undertake their own residential capacity assessment as part of the Housing Strategy development.
